Our City fleet maintenance garage installed a HEPA Vacuum as part of brake/clutch service. Asbestos is used cautiously even today. The HEPA system contained the dangerous fiber particles and fine dust that is associated with clutch and brake service. even
the grindings from the Ammco 8000 brake shoe arch grinder/surface machine. I am sure you could find brake shops that employ these devices. Just send them the lining and drums and they will grind the lining to fit the Drums. The best thing for your would be to drive to Portland, since you are about 200 miles away. Use UPS - 3 day turn around according to the phone call I made today. They have several types of lining, but when they did ours only one type was available.
They are mainly an Industrial supply house and supply truck parts etc.

AND was told they can reline with a variety of materials, probably even including the ORIGINAL (porported to be semi-metalic) materials. Or what ever the customer wants!
