Same problem with my F after sitting all winter. Arcing the brake shoes helped somewhat, but it still occurs after long periods of inactivity.
It's said that Calgary has 1 month of summer and 11 months of poor skating conditions...... Snow is gone and the City is starting to pick up the pea gravel from the roads, so hope to have old cars out by month end.

First nice day here in Dayton OH, so I fired up the 300F to get it out of winter storage. Engine started up just fine, but the brakes didn't. When I apply the brakes normally, they totally lock up.
