I have several of the filter cans from non-operational engines. One of them had a leak at the center hold-down bolt and with a little observation it can be ealily detected that the can was bent by overtightening and the result was that the gasket on the bolt will no longer seal. I am suggesting that you study yours for such damage.

Hi To All,
After fixing a leak in the filter can by replacing the base gasket, the leak
has shifted to the hex holddown bolt/shaft. This is a problem I've not had to address in 40 years of ownership. Is there a method of resealing this area?
Upon removal of the filter can/shaft assembly, it doesn't look easy to separate the shaft from the can.
