I had forgotten how that hood release handle assy attached to the  
instrument panel, so had to take a "look".  A little more difficult when  car is in 
garage with driver's side near wall.  Anyway, there are two  little hex head 
screws that secure it to the I/P.  I couldn't began to see  them without 
the help of a flashlight and flexible handled mirror.  I think  I must have 
attached that item while the I/P was located on my assembly buck  during 
resto.  Perhaps not, but would require a nut driver sort of  tool.  I guess a 1/4 
drive rachet and extension would work, if you can  locate the things.  I 
cannot tell what size, but looked like maybe 1/4'' to  5/16".  They appear to 
have a star lock washer under the head.  
As for 1960 and up difficulties, I have never done an earlier car, but am  
sure most who have experience with '60 to '62 would agree these are 
difficult  buggers!  Many times during the resto I felt most thankful I didn't have 
AC  to deal with.  The thing would probably STILL not be on the road!!  
But aren't they lovely to look at?
Hope this helps a little.  I don't know about rubber softener, but  some 
member will.

to  work on versus the '57 300 models - like what the hell changed, why 
does it  seem there are so many things on the later model so unfriendly to work 
on -  did no one tell the designers the part they were creating had to go 
on a car,  plus then be easily removed !!!?
And the workshop Manual and parts books  never show the small important 
parts, just the big so obvious to 'blinfd  freddy' bits!!??
