IMHO, THIS is your problem. By shimming the pump, you are 'jury-rigging' the 
problem, not solving it. Notice that you weren't having water pump problems 
until after you shimmed it.

Figure out why these two pulleys are not correctly aligned and you will 
solve your problem. And pull out those shims.
