  I think the problem here is he's not showing the first two digits. The numbers shown are the ones embossed. there are two stamped numbers preceding them that signify the car line and model. If it's a Newport the first number should be an 8 (Chrysler) and the second number should be a 2 (Newport). For the 300H second number is a 4.

Are you sure the VIN is copied correctly??

According to my '62 books;

2....Plymouth 6 cyl chassis.
......Chrysler should be an 8
3....Fury
......A 300 should be a 4
1....1961
.......1962 should be a 2
2.....Dodge plant, Detroit
.......Again, Chrysler should be a 3 for Jefferson ave but if it's a "sport" 
I suppose it could have been built in Newark (6) or LA (5)

If it was a 300 vin should read 8423+1xxxxx
If a Newport 2nd digit would be a 5, NY'er a 7

I think you have transposed the last 2 digits, imagine that!!
