Paul, I don't know what bottom panel you're talking about. You should be able to reach up to the back of the switch assembly. First disconnect the battery negative terminal, then twist off the chrome ring that fastens the switch to the dashboard. The switch should fall out into your hand. You don't have much in the way of excess wire harness length, so it may be a challenge to disconnect the plug. Probably a good idea to pull the plug off the switch before loosening the switch from the dash panel. The hardest part of the project will be to re-install the switch assembly. There is a light shroud that is sandwiched between the switch assembly and the dash panel. There is a keyway that needs to be lined up properly so that the switch can be fastened, and the light will not shine under the dash. The key cylinder can be removed from the switch by inserting the key and pushing in that tiny pin on the side of the switch housing. A new cylinder can be installed in the same manner. Overall, not a hard job.
