Hi Paul,  What are you using to check your RPMs?  Remember that your 
Distributor turns at 1/2 speed to the crankshaft.  So if your dist is 
turning  500 rpm  your engine is turning 1,000rpm.  I don't have your specs 
but most factory weights start to open before 1,000 rpm.  Also every dist. 
that I ever worked on had the same spring setup like yours.  The light one 
works first and the heavy springs comes in at a higher speed.

 You would get a much better reading if you test your Dist . while it is in 
the engine.  Get a good tachometer and a zero back timing light.  and a hand 
operated vacuum pump.  That way you can check your vacuum advance too.  If 
you want I will help you do this testing if you get the tools to do it.
