They probably are referring to the Eldorado Brougham that was made from 1957-60.  It cost $10,000 in 1957 and very few were made.  I know that the '59-'60 was assembled in Turin, Italy.  Still doesn't justify the price of the wheelcovers, but they would be rather rare.

The regular production Eldos were much more abundant and the hubcaps surely wouldn't be that rare.
