Have you checked the ignition point gap/dwell? The coil requires a certain period of time to charge. I had a small Ford tractor several years ago, that ran pretty well, so I didn't fool with it when I bought it. After a while, though, I did get around to checking the point gap and found that the points were set pretty wide, which only allowed the points to tap closed for a very short time. I was amazed by the improvement in starting time and the increase in overall power that resetting the point gap to the proper size made! Good luck with your problem, and let us all know what is finally found to be the problem.
