As far the "black" plates go, they mean nothing in terms of authentication. You can go to a swap meet here in CA and buy a set of old plates, take them to DMV, and ask them to activate that set of plates for any car you want, the only restriction is that the set of plates be the correct color scheme for the year of first registration. It is a pain in the ... to do, costs a few dollars, but can be acomplished. The registration you will get from DMV will show the plates assigned to the car. Better is to get a complete history of registration from DMV if car was first registered in CA. If anyone wants, I would be happy to make arrangements to go look at the car, I only live about 15 miles away.
