Your problem is almost certainly due solely to the absence of a kickdown linkage.  The linkage is used to regulate the transmission shift points, not just the kickdown.  If you were to install the linkage and adjust it properly, your shift points would be delayed to normal speeds and the line pressure would rise accordingly to ensure a slip-free shift from 2 to 3 at the right speeds for the given load.
