I don't think any state, including California, require anything more than what was required by federal law on the vehicle when it was new. Due to our fiscal crunch in California, we have even shut down most of the agriculture inspection stations at the borders so visitors can sneak their non-California fruit (and other vegetable matter) into the state. I hope your friends have a nice cross country trip and enjoy California. Our August meet will be less than one mile into California, so if it gets too crazy in California, one can beat a hasty retreat to Nevada.
