Electric wipers typically have a "park" circuit that is energized when you turn the switch off. I would check the connections first, then check out the switch. If the problem isn't there , it must be in the wiper motor, there are electrical contacts operated by some kind of cam arrangement for the park circuit, they may just need to be cleaned.
