Tom Just because a pump is tested does not mean it is not the culprit. I recently repaired Rob Kern s pump when he had intermittent steering and then none. As I suspected some debris had caused the spool valve inside the pump to stick open. On occasion the spring would return the spool. It finally stuck open and would not return. The fluid will continue to circulate within the canister and not send pressure to the steering box. I would bet a half stick of gum that is your problem.
