Have you checked or changed the vacuum chamber check valve on the brake vacuum tank?
If it doesn't open easily when "sucked on" (with your lungs!), its probably sticking and could use replacement. The vacuum assist is not working properly.  This valve doesn't come apart for repair. Part number is 1672436 if your hunting, but usually a good used one will do the trick.
Been there, done that and now my 300B brakes could throw you through the dash.  Not like discs, but at least they work as originally designed.
