Specialty Wheel and Wheels Vintique (Summit Racing or Coker or search by manufacture names) used to have 15x6 steel wheels with correct offset and bolt pattern but have not seen any source of anything other than occasional pricey used wheel covers.
300G and 300H also had 15x6 - probably same wheels but maybe different wheel covers.
300C, D, E, and F had 14x6.5 and L had 14x6 so no joy there.The 66-68 had 15x6 as option (with or without disc brakes) but 67-68 had unique wheel covers that would be out of place on a 63. 70 and later cars had 15x6 styled road wheels and of course the B bodies had optional 15x6 and 15x7 rally wheels - more available, but again out of place.
American Racing has revived their 5 spoke mags and there are current production 15x6 and 15x7 versions of the 5 spoke road wheel that was available in 14 inch in 1967.
As to tires, you are correct that there are more 15 inch options in regular production in the nearly correct 5/8 to 1 inch narrow whitewall (Cooper, Hankook, Toyo, Nexen, etc) at reasonable prices as well as more expensive specialty tires such as American Classic.
There are less options in 14 inch - largest production grade tire is 215/75R14 (replaces 8.00-14, but smaller OD). And there are American Classic as well as a relatively new entry from Diamond Back in the H78-14 (replaced 8.50-14) Auburn Classic which is a look-alike to the Michelins of that era.
Personally I would go with modern production tires as opposed to specialty tires for 3 reasons - 1. Cost, 2. Availability, and 3. Specialty tires tend to be made in small batches and frequently use older technology resulting in a less consistent product.
Personally I would try for new wheels from Specialty Wheels or Wheels Vintiques and look for some 300G, H or J wheel covers as best match - but doubt you will find much out there.
