If the solenoid is weak, if the piston is stuck, or if connections are weak starter the start motor would not run.  If the motor runs it can only be after the gear is engaged by movement of the solenoid piston to its limit where the contacts are struck by the copper disc that turns the start motor on thus the starter drive has to be slipping.  That's not an uncommon problem.
