They may have changed the procedure, don't know, But I will add this.
35+ years ago as I was building my 'Last a lifetime' tools collection
J.C. Penney had the nicest torgue wrench in the price range I was
looking at. Over the years since, they have been very easy to work with
keeping it calibrated. Every Time I have gone in with it to get the
service it was painless and expedient. One time they even managed to
replace the cushioned grip once.
Like lots of good tools, it's something I reach for when extra reach or
leverage is needed, it has served well even when used for non torque
wrench circumstances.
