Herb is right, I watched a Demo of a new Brake lathe, maybe 35 years ago. After showing us how to properly do drums and discs, he said "You MUST keep the surfaces spotless". Then he took a piece of cellophane from a pack of smokes and put it against the lathe where the drum is tightened just on one small area near a lug hole. Then he started to turn the drum and it would skip 1/2 and cut the other. Just the thickness of the wrapper, single layer did the trick. Never forgot. Cleanliness is usually the , culprit, metal shavings are a byproduct of drum turning and often times someone in a hurry will get a shaving accidently sandwiched between an alining surface of the lathe & drum with a not so good outcome such as you discribe. If this did happen I would insist on new drums. When they re-turn your drums to put them back to true they remove even more metal drastically shortening the drums life and heat dissipation ability. Another item to address is did a shaving get in between the hub and drum surfaces when they were swaged back together forcing them to run out of true?
