I checked the schematics in the 1960 shop manual and the 1961 supplement
for Chrysler:
Horn relay always has battery power to one connector so horns will
function whenever the relay solenoid is energized. Ignition switch
supplies power to the relay solenoid only when in the Run position so
horns will function if the horn switch is made. No horn switch power any
other time.
