Your evaluation of the pedal assembly is correct. Bare steel on the mount
assembly and black paint part way up the pedal arms.
I use a chemical rust remover and coat with low gloss clear for a natural
look that will not rust.

  initially thought it would be all semi-black but the parts appear to be
  originally unpainted with just the pedal arms being painted semi-black ½
  way up?

  Was this Chrysler cost cutting, what you don?t see you don?t paint, or
maybe
  my C was a Friday car?..
