As a person who once served as an editor for a publication with a
circulation a tad under 10,000 I can attest to the lack of submissions
by the readership.  IT WAS very SPARSE.  I had a stockpile of filler
material, fortunately what I dredged up to use as readable content
were not articles on a short recycle time.  I had to fill 16 pages of
newsprint sized pages each issue. Any material that ends up on a
short recycle time grows stale!!!  And I think some have grumbled 
about that already.

One thing I did was to stress that if those responsible for a portion of
the content did not submit material, I WAS NOT GOING to write it for
them.  BUT should I receive something that needed a total rewrite I
would do it. At least the person made an effort. It took several BLANK
spaces with a small box in it "Space left blank due to no submission
on time." to wake up the person that was supposed to fill that spot.

The Editors job should be to take submitted material, decide if it's
in readable form, try and make it so if it is not, and decide the look and feel
for each issue as it is prepared.  Is this not the case????

IF there is space to fill and someone has to generate the content then
its laszi-faire, you get what pops up on the moment. In my book,
there is no Room for Complaints (unless all of a sudden we get political
adds, Humm, but then paid adds, revenue, opps cann't do that either.

Even should the Editor have proven communications skills, once there is 
dead air, he will freewheel it and generate something. Ya gets what ya pays fer!

Untill now I have silently sat on the fence, having once been in the hot seat
I know what it's like.  (and yes I was one of the very few that threw their
spare tire in the wheelwell when the call went out for a new editor)

 
I might NOT have exersized as much restraint as our current Editor has
when bomb-basted by the silent majority, so maybe a better choice was made.
