Hi Tom,
States cannot require vehicle owners to install safety equipment that was
not "original equipment" on vehicles. For instance, if a car was not
factory-equipped with ANY seat belts, the owner cannot be "forced" to put
them in. Same with airbags, halogen lights, radial tires, windshield
wipers, even turn signals.
