Hi John and All:
That is essentially correct----from 1960 on, for the specific plant.  The 
plant identification---in this case Jefferson Assy in Detroit---is the fourth 
number.  This is different for each plant, so other cars could have the same last 
6, but would differ in one or more of the first four numbers.
I have never known exactly when the VIN tag was applied, but it was after the 
car was painted, and at that time, they would have been sequential, 
independent of model.   There are several places in the plant where cars can get 
"mixed" due to necessity to repair, for example, so after those areas, they could be 
out of VIN sequence, if the VIN was already applied.  However, for each line, 
there is assigned a sequential "track number" which keeps things in order.  
This is printed on the paper "Track Sheet" accompanying the car.   Hope this 
helps (and makes some sense).
