[Chrysler300] Heat Riser 300 g

My heat riser on the driver bank does work freely. It moves but has to be 
pushed. What is the best fix? Spring? (if so where to buy and can I do it 
myself) New Riser? Block off?

I am getting a lot of exhaust noise from that side so am wondering if that 
is the source.

If I block off do I have to do the other side so that both sides of engine 
are same temp?
