The power supply for the panelescent lighting converts 12 volts DC to 200 volts AC at 250 HZ. The input is controlled by the rheostat on the headlight switch. It is a transistorized unit that is not too difficult to repair, and parts should still be available through electronics stores. It is important to note that one shorted lamp will prevent the whole panel from lighting.

There is good coverage of the function and theory behind the system on page 61 of the 1960 service manual. I know this was used on the Chryslers and Imperials in the early '60s as well as the '66 Dodge Charger, don't know about later cars.
