One way to do it is to trace out the desired angle on a piece of cardboard with a grade school protractor and cut it out for a pattern you can fit on the floor and against the pedal. I usually adjust the linkage for full throttle opening, with the gas pedal just touching the floor mat first, then I check to see what the angle is.
