Carb Question

I know there was a factory service bulletin concerning hesitation and surging 
on acceleration for the 300 D. Does this bulletin call for the modification 
of both carburators, or only the rear, primary carb? And does anybody know 
of a vendor or source for someone who can perform the required mods?
