Hi Mike,
What has likely happened from the long storage is that the rings are
frozen to the pistons. You could try flooding the cylinders with marvel oil,
but it likely needs to come apart. The valves are also likely to be sticky
in the guides and you could cause more damage starting it than it's worth.
The good news is that if it still turns over, it's rebuildable.
