61 chrysler ignition timing

Hello.
I found out why the timing mark doesnt line up with the pointer scale 
was because the marker thats on the harmonic balancer moved and is loose you 
can turn it by hand without turning the whole thing just like a few told me 
already so i put an epoxy type j.b. weld to see if that will hold it still 
so i can time it thanks for the help the rotor is pointing on number 1 plug 
wire and the piston is top dead center.
