When you start the engine the vacuum pulls the anti-stall adjusting screw away from the throttle linkage. If the engine starts to stall or gets running rough the engine vacuum drops down. That lets the device go back and pushes on the linkage and gives the engine a little more throttle so it won't die. There is a certain adjustment that needs to be made to keep the engine with its idle specs. Hope this helps.
