Gary,
You are describing a common problem in early alternator cars. The best way
to fix the problem is to replace the voltage regulator with a solid state
type. They are available from any good parts store or John Hertog sells one
that looks very similar to the original, and it may even be possible to
replace the cover with your original to maintain a stock appearance.
