huh? the first thing i do in any disassembly is to unbolt the bumper brackets from the frame mounting point, then place the bumper in a nice position to remove the brackets from the chrome bumper... you can adjust bumper orientation from every point of attachment, both bracket to frame and bracket to bumper...
anyway... i swapped out the towers on my 57 last summer to trade with my 58 while plating an extra set, its tight, but a properly set bumper will allow towers in and out without touching the bumper... i did it on the 57, 58 however may give a little more issue as the 57 exhaust port is slightly lower than the "humped" 58 exhaust port. also there is a diff between 57/8s or whether or not they had the optioned exhaust- some towers have the arch cut out to clear the tailpipe behind the bumper port...
end of story- if you can get the tower out, the bumper has to move- i say loosen it, swap towers, then place shims between bracket and frame to bring the bumper out to proper position or where it looks good. my all orig 58 firesweep had about 1/4" worthj of shims there on both side... i was the first one to take it off since built in 58 until this past spring...

The bumper brackets and their mounting hardware get painted right along with the frame (right?), and, anyway, all that Dan was asking about, was whether he had to unbolt the bumper from the frame (brackets) in order to remove that lower tail light. A slightly mis-aligned bumper can be correctly repositioned by changing its orientation-installation against a bumper bracket, without having to do anything to the bracket's connections to the frame.
