Powder coating is applied with an electrostatic charge. The powder is charged which makes it be attracted to your grounded metal wheel. If there are remnants of old coating, it acts as an insulator which does not attract the powder.
Grease or oils are much more critical to powder. The solvent paints would "meld" with the oils and you had a chance of decent adhesion. Powder will cure over the oily spot and you get no adhesion. Make sure your coater knows that your parts will be exposed to sun light (UV). Most out door powders are hybrids, which are resistant to UV.
As all the powder coating manuals state - clean, clean clean.

I think it depends on the shop.  My dad took some parts in for PC and I'm pretty sure he said the place went over them before applying the PC to make sure they were clean and prepped properly.  My dad had already cleaned and prepped the parts, but the PC guy just wanted to make sure the coating would last.

  The PC shop I used put all prep work on me.  I was to deliver all material clean and ready to spray and bake.

  Maybe all shops don't work this way ?

  I did my last PC about 6 years ago and at that time they told me you cannot put a coat of PC over old material.  It must be cleaned to bare metal and prepped to your liking for smoothness.  They will shoot over whatever you bring them, smooth, rough, downright awful ...  it doesn't matter to them.

Somewhere around the mid-late 80's, I had the window sills of
my car PC'ed in gloss black, because the painting of the driver's
sill did not hold up to normal wear and tear.

Now (about 20 years later), I'm seeing that the PC is starting to
get thin/worn off in the area where my arm extends out of the door.

I was starting to think about what would be necessary to restore
its finish.

I was thinking that a new application of PC might be all that would
be necessary.

True, or does the existing PC need to be removed, first?

I presume that the PC-shop could do the removal/preparation
work, right?
