That is exactly how they started.   Chryslers first hardtops in 46 were simply convertible bodies with a steel roof put on them.  We have a number of 50 hardtops and they are the same even down to the convertible cross bracing in the frame still being included.
 
Hardtop Convertible is a very correct description!  At least in the early years.
