all manual bench seats from 57-59 use the same frame/tracks, the swivel seats were a 59 only issue of those 3 yrs... and have their own tracks. there are no adjustments as on the later c-bodies. all 3 years of the cars' floor pans are the same, with no difference for swivel cars, as ron already noted. there are 2 versions of the lower section of the frt seat though, just the way the springs attach to the frame, but it doesnt affect the height.
the floor is recessed where the seat tracks go, with an understructure of 10ga metal, that has buttresses to the rocker to support the seat. if you were to pull a straight line form the major surface of the floor to the lowered section of where the track legs bolt through - ti would be about 1/2 - 5/8 lower after a 2-step drpression on a factory panel.
i have repadded and reupholstered several of my 57-9 already over the yrs, and based on how i set up the foam, varies the seating height... i havent had to deal with a rusted floor for the past 20 or so forwardlook cars so i know everything is in check and the variable is the seat foam, on 1 58 plym i have about 1" clearance to the cieling [at 6' tall] since i padded it very firm on the acct of drag racing, another i did with stock thickness foam and i have almost 2.5" of headroom, my all original 58 with survivor upholstery grants the same 2.5"ish headroom.
its a toss-up, but i'd lean towards acheiving a correct mounting height- unless the upholsterer went out of control, its a little hard to over pad a swivel seat than a typical bench- especially if they used the original upholstery as a pattern.

Two bolts and two slots to raise and lower and/or move front or back. Maybe you could use that sort of seat track on your '59.
