     I faced a simular problem with the fender mirrors on my 56 Fury.  I concluded that the only way to seperate the mirror head from the screw was to remove the mirror.  To my knowledge this is not possible without breaking the mirror.  You are in luck, however, because if you break and remove the mirror, replacements are available at any glass shop that is willing to cut a new mirror for you.  I have even found replacement mirrors on the internet.  Glue it back in with silicone rubber.
