I had to change the prices on the pumps at a rental yard I worked at in the 70's and all we could change was the price per gallon, the pumps were checked by weights and balance regularly and I don't think anything else was adjustable by the station owner. What you call pumps are actually dispensers, the pumps are in a remote location, not in the dispenser.

I took a trip east in 2002, and fueled at the same station in Rockford, IL,
both ways. My gas mileage for both stops read 10% less than any other
reading for the trip, and all the miles to that station were highway
cruising miles. I always thought they rigged the pump to charge more gallons
than actually pumped. But I had no way to prove it. Never contacted the
state either.

It would be too easy to catch a station if the gallons and dollars didn't
agree.

We had a newspaper article that warned that some pumps were being
"jimmied". It advised us to pump exactly 10 gallons and see what the
money reads. It should, of course, read what the posted price is with a
zero on the end. It seems that some are reading a bit higher, and the
customer won't notice it since the total is so high anyway. Once the
state checks the stations pumps, it's a long  time before they come
back to re-check.
