Ah, Jeeze, Roger!
Do you see any DUST/dirt being raised up by the wheels?
1/1000 second won't 'stop' a spinnining wheel, and, if the camera were
being panned, along with the cars speeding-driving by (so that they
might be in focus), the background would be blurred.
The cars were stopped, when they were photographed.

A camera speed of 1/500th sec. would stop motion...
