I do believe that means the vault was mostly FULL
(old telephone tech,  pumped many a 'vault')
carried a propane powered 2" pump on truck, and had access to a 3" pump
towable with the pintle on the back of said truck
unless they ventilate the vault from now untill Fri, that poor interior 
is gonna smelllllll
