I had the exact same problem with my '56 New Yorker sedan that we owned for about 17 years.  It was an original cherry car and only had about 82K on it when sold.  George Riehl instructed me to put a pint of lacquer thinner down the dip stick tube when the car was running.  According to him this will clean the gum off valves, etc.  He also said it will "flash off" and not hurt anything. 
 
His instructions were followed and it solved the problem.  The car was not driven much and I needed to repeat the process about once a year.  The car is still on the road and running well this day with it's current owner.
