I rebuilt a Pontiac motor of the same vintage over 5 years ago and left the heads off it. It still is clean and turns fine. If you have any dounbts, pull the heads and pan and look at the cylinder walls. The gasket set is cheaper than more engine work. But odds are if it turns fine (a little oil in each plug won't hurt) it will be fine.
