It would seem that Rich has looked at, but not ever actually changed, the sector shaft seal on a power steering box. The operation, as detailed in some repair manuals, is to use a tool to pry out the old seal. This is not as easy as it sounds. A very effective method is to remove the pitman arm and seal retainer ring as indicated, then replace the sector shaft nut without tightening it, place a large catch basin below the gearbox, and start the car. By the turning the steering wheel from lock to lock, the pump will develop enough pressure to blow out the seal (along with copious quantities of power steering fluid), and the nut at the bottom will retain it on the shaft. There will be no damage to the sector shaft and housing from frustrating attempts to chisel out the old seal, and the new one will go in without filing off little scrapes and gouges. Give it a try!
