Personally, I would paint anything stripped to bare metal with urethane primer and then topcoat that with urethane enamel. I've found based on my own experience that urethane is a tough, very durable finish for chassis parts. I've never used POR-15 myself, but I've heard a few horror stories about using it over bare metal (rust breaking out UNDER the POR-15 and/or the POR-15 just peeling off). You do need a fresh air respirator with urethane, though, especially if you are painting inside.
