Sounds as if you are using the wrong puller. The puller should be the type that has three arms that attach to the drum's lugs and not to the edge of the drum. The kind that attaches to the edge to the drum is more for pulleys and the like. Steering wheel pullers also attach to the steering wheel with bolts and not the outer edge. Also, make sure you have un-adjusted the brake shoes. Turn the cam adjusters and anchor bolts back off as far as possible. This should help the drums just pop off when you use the puller.
