I'm far from an expert on these matters, but I feel that wet plugs is most definitely from a flooded carb and not necessarily (but could be)an "ignition" problem. I have encountered on different occasions with these old WCFB and AFB carbs, where there was a pin hole in the float which allowed it to take in a little fuel and never shut the fuel flow off to the bowl. Also have found deposits from the fuel itself (especially leaded fuel) will collect on the float valves and valve seats, also permitting the fuel to continue entering the carb bowl, thereby drenching the plugs with unburned fuel. Even though your carb has been "rebuilt", it is something to check out. I have gotten rebuilt carbs back from supposedly reputable shops with such gunk in the passages and on the float valve seats. And don't forget to check for excessive fuel-pump pressure as well. Eliminate all the fuel system possibilities before messing with the electrical-ignition systems, IMHO, of course.
