The '58 spring offerings included a number of changes from earlier in the year, including painted headlight doors (which I've only seen on one car) and other oddities which may account for this. If anyone could tell us how Regal Lancer paint codes differ from the other '58 codes, this might give us a clue... Jeff Godshall's excellent piece on the '57-'59 Dodges in Collectible Automobile includes a pic of the never produced '59 Regal Lancer. This was a 3-tone; IIRC light blue body, dark blue roof, cream-colored fin saddle treatment.
