I work for a DMV office, and whenever someone tries to register a car from
Canada, the major hurdle usually is clearing customs.  Normally, it's a
newer vehicle, so they usually have to prove the vehicle was manufactured to
pass US Federal Safety (not just emissions) requirements.  However, in my
state (Oregon) if a vehicle is more than 25 years old, they are exempt from
that.

You may have the fellow check with his West Virginia DMV office before
attempting to bring the car back, just so he knows what he'll have to deal
with upon trying to register the car there.  Since Canada doesn't have
titles for vehicles, I would imagine the hardest obstacle will be proving
ownership, and that would probably be accomplished with the Saskatchewan
registration and a bill of sale.

If you live close to the border, you might just ask the customs officials
ahead of time for the buyer what he'll have to do to get across. . .
