Yes, but it makes a delicious dessert topping !

Its not glass, its plastic! (basically).

Types of powder coatings:

There are two main categories of powder coatings: thermosets and thermoplastics. The thermosetting variety incorporates a cross-linker into the formulation. When the powder is baked, it reacts with other chemical groups in the powder to polymerize, improving the performance properties. The thermoplastic variety does not undergo any additional reactions during the baking process, but rather only flows out into the final coating.

The most common polymers used are polyester, polyurethane, polyester-epoxy (known as hybrid), straight epoxy (fusion bonded epoxy) and acrylics.

Just opinion here, not experience. If the powder coat is essentially glass how would it react to twisting?

How about another "heated" debate:  what about powerdercoating torsion bars?  is it flexible/durable enough compared to the paint-dip process?

That's what a PC shop usually does for you. They will take care of removing
the old finish. Either by blasting or chemical.

Somewhere around the mid-late 80's, I had the window sills of
my car PC'ed in gloss black, because the painting of the driver's
sill did not hold up to normal wear and tear.

Now (about 20 years later), I'm seeing that the PC is starting to
get thin/worn off in the area where my arm extends out of the door.

I was starting to think about what would be necessary to restore
its finish.

I was thinking that a new application of PC might be all that would
be necessary.

True, or does the existing PC need to be removed, first?

I presume that the PC-shop could do the removal/preparation
work, right?

experience with powder coating has been negative. It can and will
"undermine" like rust does under paint. And when it does, it peels off
large. There is no "touch up" repair option with powder coating, and the
only way to remove the remaining PC material is a serious sandblasting and
attendant refinishing of the surface to then proceed to try PC again or go
back to paint.

Paint is durable, how it was done OEM, and maintenance / repair is a simple
process. PC is a PITA if you have to redo it.
